In many parts of the world, women have historically been excluded from decision-making, particularly in rural areas. As a result, there have been growing efforts to include women in village institutions such as local councils, development committees, and other community-based organizations. While this is a positive step towards gender equality, there is a risk of tokenistic representation of women in these institutions.
Tokenism refers to a situation where a marginalized group is included in an institution or organization only to give the appearance of diversity or inclusivity, without any meaningful participation or decision-making power. In the context of village institutions, tokenism can occur when women are included in these institutions only to meet quotas to satisfy external funding requirements but are not given meaningful opportunities to participate or contribute to decision-making.
Tokenistic representation of women in village institutions can have serious consequences. It can perpetuate existing gender inequalities and prevent women from having a meaningful role in shaping the policies and decisions that affect their lives. It can also create a sense of disillusionment and disengagement among them, leading to a lack of trust in the institution and a reluctance to participate.
To ensure that women are meaningfully represented in village institutions, it is important to take a proactive and deliberate approach. This may involve taking steps to address underlying gender biases within the institution, providing training and support for women who are interested in participating, and actively seeking out and valuing the perspectives and contributions of women.

What you say is true in a general sense. There are however excellent exceptions. It would be good to know more about them.
